rule #1: do. not. get. caught.
So if you've ever seen Dexter and American Psycho, that's what your reference point should be, as Draco came from my mind as a mash-up of Patrick Bateman and Dexter. He's not a complete clone, obviously, but the concept is the same: he kills people. He fakes feelings and generally keeps a "normal" facade while in public, but in the privacy of his home, he completely loses his mind. It started out just killing those who killed innocent people, but lately... well, he has a sort of bloodlust. He's hot-headed, and the least thing will set him off and make him attack.
As far as friends, he wouldn't have too many, simply because he's just not the type of guy to really care about people enough to keep up a real friendship. Unless it's someone hell-bent on bringing Draco out of whatever shell they think he's in, or someone who is completely oblivious to Draco not giving a shit about them, then there won't be too many.
Lovers... probably none. Maybe a couple one-night-stands, but he just doesn't do "steady" anymore. If he did have a steady girlfriend, it would NOT be a lovey-dovey relationship, more like "keeping up appearances" type of thing. It would have to be a girl just as fucked-up inside (in a different way, though) as him. And he definitely wouldn't be faithful to her... Maybe at some point he builds up some weird bond type of thing, but it would have to happen incredibly slowly.
Enemies: everyone. Unless you have some sort of specific plot in mind...
Victims; If anybody has/is willing to make a "throw-away" character, or wants to kill off a character for lack of time/whatever, and if you don't have a problem with grisly scenes, I'm your go-to person. But I definitely won't have him kill off random people, that's just wrong. ]:
